Mn/Dot Selects Contractors for Bridge Rebuild

September 25, 2007 • The Minnesota Department of Transportation recently selected Flatiron Constructors, Inc./Manson Construction, a joint venture, as the apparent bid winner to build the Interstate 35W replacement bridge as a design-build project.

Flatiron, Longmont, Colo., and Manson, Seattle, Wash., were selected over three other companies, including Ames/Lunda, and C.S McCrossan and Walsh Construction/American Bridge.

 

Flatiron's bid was to build the bridge in 437 days for a cost of $233.8 million. Walsh/American bid $219 million with a build time of 437 days. McCrossan bid $176.9 million with a build time of 367 days. Ames/Lunda bid $178.5 million and would build the bridge in 392 days.

 

Although Flatiron's bid is the most expensive proposed and gives the longest timeline until completion, the company had the highest technical score of 91.47. The technical score rates the bridge design, aesthetics, public relations and improvements to surrounding roadways, according to a Sept. 19 Minnesota Public Radio report. The selection process used a computation that included an evaluation score for project proposals, the price to build, the number of days to construct, and a road user cost. Walsh American was second with 67.88, McCrossan was third with 65.91 and Ames/Lunda was fourth with 55.98.

 

More details on the winning proposal as well as the others will be available when Mn/DOT has completed the procurement process with a signed contract, which should occur within the next 30 days.

 

Past Flatiron projects range in scope from emergency bridge repairs to mega-projects including significant portions of the $14-billion Central Artery Project in Boston, the $1-billion San Francisco-Oakland Bay Skyway Bridge, and the $531-million Cooper River cable stayed bridge in Charleston, S.C.

MPR reported that Flatiron has said it will finish construction by the end of 2008, but there are $27 million in incentives if they finish the project early. There is also a financial penalty if they don't finish the project on time.
